The overwhelming majority of Utahans are outraged at violence and destruction by rioters. SB 138 strikes a balance between the legitimate first amendment rights of protestors and the rights of the majority to be safe in their homes and businesses, and in the streets of their cities and towns.
SB 138 protects protestors by narrowing the definition of "riot." Truly peaceful protestors will not be affected by SB 138.
SB 138 protects the rest of us by creating deterrents and penalties for those who would use protests as an excuse for violence.
